Caritas Europa provides information briefing for forthcoming French EU Presidency

Brussels, 17 March 2008 - Over the past years, Caritas Europa has gathered broad experience in exchanging with the Member States designated to hold the EU presidency. This exchange aims to present Caritas Europa's positions and recommendations in a dialogue on policy issues that are relevant to the presidency's political agenda. In view of the forthcoming French EU Presidency, Caritas Europa has prepared an information briefing for the French Permanent Representation in Brussels highlighting views in three main areas. The first chapter regarding Social Policy focuses on the procedure for preparing the National Reports on Strategies for Social Protection and Social Inclusion. Caritas Europa welcomed the new draft guidance note of the Commission for preparing National Reports on Strategies for Social Protection and Social Inclusion (NSR/spsi) 2008-2010. Nevertheless, the organisation has put some points forward that are crucial, particularly in the context of civil society involvement. The second chapter related to Freedom, Security and Justice promotes the need for a balanced EU policy approach on returning illegally staying third-country nationals. In January 2008, Caritas Europa, together with its partner organisations, wrote a letter to decision-makers in European Institutions underlying serious concerns with regard to the proposed ‘Return Directive’. The information briefing contains a selection of recommendations in relation to detention and the re-entry ban.
The third chapter about Development Policy takes an in-depth look at how to make development aid a quality benchmark. Caritas Europa observes that some progress has been made in European aid effectiveness. Significant changes, however, are required if it is to have a more immediate and lasting impact on the living conditions in developing countries. The organisation asks for decisive steps in favour of democratic ownership, accountability and better aid quality.
The organisation is currently in the process of meeting the responsible counsellors at the French Permanent Representation to the EU in Brussels in order to present these concerns. |
